WIZZ AIR CLUJ-NAPOCA MARATHON 2022 | 11th EDITION

  1. GENERAL RULES
  2. 1.1. These rules apply to all participants in “Wizz Air Cluj-Napoca Marathon”.

    1.2. The organiser of the event is Runners Club Events, in partnership with “Runners Club” Sports Club Association.

    1.3. Wizz Air Cluj-Napoca Marathon 2022, 11th Edition, will take place on the 3rd and 4th of September 2022.

    1.4. The races of “Wizz Air Cluj-Napoca Marathon” are open to all those who wish to join, as long as they respect the conditions required by the organiser.

    1.5. Registration of the participants is only possible online by filling in the form, at www.maraton-cluj.ro.

    By filling in the online Registration form and by attending the event, the participants agree to comply with all provisions, terms and conditions of this Regulation and the legal provisions in force at the date of the event.

    The organiser reserves the right to amend this Regulation in the light of developments in the pandemic situation and changes in the legislation, including by introducing additional restrictions on registration and participation in the event, if the situation prevailing at the time of the event will require so.

    1.6. By filling in the online Registration form the participants acknowledge and assumes full responsability that:

    – they understand, accept and agree the terms and conditions of participation at “ Wizz Air Cluj-Napoca Marathon, as well as the race rules;

    – they had red and agreed with the Data Protection Policy, regarding personal data processing by “Runners Club” Sports Club Association, and agree that their image or other public information such as results and time tables can be used in promotional items (posters, flyers, movies, online visuals, interviews) free of charge and uncensored.

    – the data provided are real and they are clinically healthy and phisically able to attend the event, under the conditions of Wizz Air Cluj-Napoca Virtual Marathon’s Rules of Competition.

    – they understand and accept the the health and safety measures imposed by the Organizer in the context of COVID-19 pandemic, as provided by the legal provisions in force at the time of the event.

    1.7. The organiser reserves the right to refuse the registration and the participation at the races, to any participant, based on objective reasons.

    1.8. Online registrations are possible until August 12th, followed by validation, which will take place between the 15th and the 19th of August. After this, all the registrations that are not validated, will be cancelled.

    1.9. The competition route is specified at www.maraton-cluj.ro.

     

    1. HEALTH AND SAFETY MEASURES IMPOSED BY THE ORGANIZER IN THE CONTEXT OF COVID-19 PANDEMIC

    Having as a priority the health and safety of all the people involved in the event, the participants understand and accept that the Organizer is intitled, in the context of COVID-19 pandemic, to request any proof, or the fulfilment of any measure imposed by the authorities, as provided by the legal provisions in force at the time of the event.

    2.1. HEALTH AND SAFETY MEASURES IMPOSED BY THE ORGANIZER, FOR THE PURPOSE OF ATTENDING THE EVENT

    2.1.1. Having as a priority the health and safety of all the people involved in the event, the participants understand and accept that the Organizer is intitled, in the context of COVID-19 pandemic, to request any proof, or the fulfilment of any measure imposed by the authorities, for the purpose of registration and attending the event, including, but not limited to:

    – proof of vaccination against COVID-19, with a serum approved and authorized, on condition that at least 10 days have passed (or any time period imposed by authorities in charge) since they have completed their vaccination until the date of the Event.

    – a negative PCR certificate from a testing laboratory, for a Covid-19 test taken no later than 72 hours (or any time period imposed by authorities in charge) before the date of the Event.

    – a negative antigen (rapid) certificate, approved and authorized taken no longer than 48 hours (or any time period imposed by authorities in charge) before the date of the Event.

    – proof that the participant was tested positive with COVID-19 in the past 15 to 180 days (or any time period imposed by authorities in charge) before the date of the Event.

    – proof of the EU COVID-19 Vaccine Passport.

    2.1.2. The the health and safety measures imposed by the Organizer in the context of COVID-19 pandemic for the purpose of attending the Event are subject to modification, at the latest by the day of picking up the Race kit, as provided by the legal provisions in force at the time of the event, and are mandatory for every participant.

     

    2.2. HEALTH AND SAFETY MEASURES IMPOSED BY THE ORGANIZER, FOR THE PURPOSE OF PICKING UP THE RACE KIT

    2.2.1. Picking up the Race kit it’s possible only the days before the Event, at the specific dates set by the Organizer.

    2.2.2. Race kit can be picked up personally, by every participant, on the basis of evidence proving the participant’s right of attending the Event, according to the measures imposed by the present Regulation.

    2.2.3. The participants who are attending the Event based on a negative antigen (rapid) certificate, shall have to fulfil the condition regarding the 48 hours (or any time period imposed by authorities in charge) for it’s validity, before the date of the Event (and not before the date of picking up the kit race).

    2.2.4. In the pick up area, the participants are required to comply with the health and safety measures imposed by the organizer and by the authorities.

     

    2.3. HEALTH AND SAFETY MEASURES IMPOSED BY THE ORGANIZER, FOR THE DAY OF THE EVENT

    2.3.1. Arrival and departure to and from the area of the Event has to be made by complying with the health and safety measures imposed by the organizer and by the authorities

    2.3.2. The Organizer shall assign a contact person who will supervise the organization and coordination be in charge with enforcing of the health and safety measures provided by the legal provisions in force at the time of the event. Furthermore, on site will be assured the presence of a full medical team, in charge with assuring the health and safety during the whole Event.

    2.3.3. The Organizer shall set up a bounded area, where epidemiological triage will take place.

    2.3.4. The Organizer shall provide the safety equipment, masks and gloves, for all the personnel involved in organizing the Event, as well as authorized biocidal products required for hands sanitizing, at the entrance in the area of the Event, for all the participants.

    2.3.5 EPIDEMIOLOGICAL TRIAGE

    The participants shall pass through epidemiological triage, which consist in measurement of body temperature, before entering the competition area. In case of a participant presenting a body temperature higher than 37,3 °C, the temperature measurement will be repeated after five minutes of rest.

    It is forbidden the entrance, in the competition area, of any person who’s body temperature it’s higher than 37,3°C, even if the conditions of attending the event are fulfilled.

    In order to avoid such incidents, if any participant experience any symptoms specific COVID 19 (body temperature higher than 37.3° C, cough, sneeze, rhinorrhoea, altered general condition) is asked to notify the doctor and not to show at the competition.

     

    2.4. START/FINISH AREA

    2.4.1. START/FINISH area (competition area) is an area specially designed, where only the organizers, the volunteers and the participants will have access. Entering in the competition area is prohibited for companions and spectators.

    2.4.2. Outside the competition area, all the companions and the spectators are required to comply with the health and safety measures imposed by the organizer and by the authorities.

    2.4.3. In the START/FINISH area, wearing the protective mask is mandatory!

    2.4.4. In the START/FINISH area, it is mandatory keeping a safe distance, of at least one meter, from other participants.

    2.4.5. The start will be time- delayed. Depending upon the evolution of COVID-19 pandemic, a specific decision will be adopted and will be announced in due time.

    1. DECLARATION OF CONSENT

    3.1. The attending of each participant in Wizz Air Cluj-Napoca Marathon, takes place under it’s own consent, in full awareness of the ability to participate in the event. It is mandatory that the participant is 16 years of age at the date of the event. Registration of participants aged between 16 and 18 is done by filling in and sending the registration form by parents or guardians of the underaged child.

    3.2. By filling in and sending the online Registration form, the participant acknowledges and assumes full responsability that the data provided are real.

    3.3. By filling in and sending the online Registration form, the participant give its consent that Runners Club is entitled to collect and use his personal information (name, surname, e-mail) on Romanian territory, directly or through its representatives and /or contractual partners in order to participate at promotional and informational campaigns ran by Runners Club, aiming to promote events organised or co-organised by Runners Club.

    3.4. If the online Registration form is filled in and send by another person that the participant, the person who takes these actions assumes full responsability that the data provided are real, and has the participant’s consent to be signed up for the event. The participant for which another person has registered, is responsible for the correctness of the completed data and assumes that he fulfills the conditions required to participate in the event.

    3.5. By filling in and sending the online Registration form, the participant acknowledges and assumes full responsability that it’s clinically healthy, and doesn’t suffer of any medical condition that prevents him/her attending the event, or that can endanger its’s health while attending the event, and also assumes full responsability regarding his/her participation in Wizz Air Cluj-Napoca Marathon.

    3.6. By filling in and sending the online Registration form, and by accepting the Rules of the Competition, the participant acknowledges that he/she fully understood the meaning of attending such an event, which route includes/may include road traffic.

    3.7. By filling in and sending the online Registration form and by accepting the Rules of the Competition, the participant at the event assumes full responsability to be in the right shape for attending at an endurance event, such as Wizz Air Cluj-Napoca, so that the organizers, as well as anybody related to them (sponsors, partners, employees, authorities, officials, volunteers, etc) are exempt from any responsibility related to any claims of the participants and their successors, of any nature, for possible accidents, illness, death or any other medical problems that might arise during the competition.

    3.8. By filling in and sending the online Registration form and by accepting the Rules of the Competition, the participant at the event declares on their own responsibility that in case such an event as the ones described above might arise, the participant shall bear all costs related to the transport to a specialized medical unit and declares to waive any claim related to such a transportation and/or emergency medical treatment, delays or deficiencies related to those.

    3.9. By filling in and sending the online Registration form and by accepting the Rules of the Competition, the participant at the event declares on their own responsibility that he/she understands and accepts the the health and safety measures imposed by the Organizer in the context of COVID-19 pandemic, as provided by the legal provisions in force at the time of the event and accepts the risks involved by attending a mass event.

    3.10. If the registration form is filled in and sent by another person that the participant at the event, it is presumed that the participant at the event has agreed to be signed up and acknowledges to fulfill all the participation requirements outlined in the present section and the present Rules of the Competition.

    3.11. Each participant is responsible for their own security and safety. The organizers, the partners, the sponsors, the volunteers and the staff participating at the organization of the event are not liable for any type of injury, death or damage that may arise during the event or as a consequence of the unfolding of the event.

    3.12. It is recommended that the participants at the event hold an insurance policy, valid for sport competitions.

    3.13. The participants are required to listen to and to respect the directions/instructions of the organizer and those of the competition staff.

    3.14. Regarding the participation of underaged children in the event, by filling in and sending the registration form the parents or the legal tutors of the underaged child declare on their own responsibility that they agree that their underaged child attends the competition.

    3.15. The parents or the guardians of the underaged child registered at the competition declare on their own responsibility to be informed about the risks involved by the participation of the underaged child at the event and take full responsibility in case of an accident that may arise during the event. The organizers, as well as anybody related to them (sponsors, partners, employees, authorities, officials, volunteers etc) are exempt from any responsibility related to any claims of the participants and their successors, of any nature, for possible accidents, illness, death or any other medical problems that might arise during the competition.

    3.16. The parents or the legal tutors of the underaged child registered at the competition declare on their own responsibility that the information provided in the registration form is real, that the minor child they represent is medically fit to attend the race he or she was registered for; that they acknowledge the legal implications for the participation of the minor child they represent at the event and that they take full responsibility, in case their child/the minor they represent is involved in an accident.

     

    1. PARTICIPATION FEE

    4.1 Participation fee can be paid online or by bank transfer.

    4.2 Online registrations are opened at the date specified by the Organizer at www.maraton-cluj.ro.

    4.3. The participation fee is:

4.4. Please note! The non-payment of the fee five working days since the registration, causes the cancellation of the registration, with the possibility of a further registration.

4.5. In case of not attending the event or withdrawal, due to any reason, the participation fee will not be refunded. Nor will the tax be returned if, in the light of the changing circumstances of the pandemic situation or changes in the law, restriction of access to the event for certain categories of persons will be imposed, if the final date for the refund of the tax has been exceeded.

4.6. In case of cancellation of the races due to an act of God, due to the COVID-19 pandemic or for reasons beyond organizer’ s will, the participation fee will not be refunded. The Organizer shall not bear any kind of additional expenses of the participants (transport, accommodation, meal).

Please note! The number of participants is limited to 5000 runners (600 marathon, 1500 halfmarathon, 150 relay teams, 1300 – 10,55 km cross, 1000 – 4km. cross). The moment that this limit will be reached, the registration will close. For the calculation of number of runners, will be taken into account only the ones who paid the registration fee. If the limit will be reached sooner than 12th of August, the online registration will be closed, causing the cancellation of all the registrations lacking the fee. Thereafter, the runners who registered themselves without paying the fee, won’t be able to do that in the Expo Marathon Area.

The maximum number of participants can be changed by the Organizer, in the context of COVID-19 pandemic, as provided by the legal provisions in force at the time of the event. Depending upon the maximum number of participants, the starting of the event can be delayed for more days, according to the event’s schedule, posted seven days before the event, or, at the latest, when the participation kit is taken over. These changes will be announced at least 7 days before the event, in the case of information published on the event website, or at least when the participation kit is taken over for informations regarding the Event’s schedule.

4.7. Tax refund.

The tax is refundable until 5th August 2022 (minus 20 lei). After this date, the tax is no longer refundable.

For transfer to another person, a fee of 40 lei shall be charged.

For transfer between the races, a fee of 40 lei shall be charged.

After 5th August, no further changes will be made, neither regarding the participants, nor regarding the races.

  1. RACES, RANKING AND PRIZES

6.1. The participants can register to one or more of the following races:

  • Marathon – 42.2 km
  • Halfmarathon – 21.1 km
  • Cross – 10 km
  • Marathon Relay – 4×10.55km
  • Cross – 4 km

6.2. Ranking will be made for all the races.

The OPEN ranking will be made according to the GUN TIME, and the AGE ranking will be made according to the CHIP TIME.

6.3. Prizes will be awarded to the top five male and female finishers for the marathon and halfmarathon, the top three relay teams – male, female and mixed, and the top three male and female finishers for the 10 km Cross.

6.4. Prizes will be awarded to the top three male and female finishers for the 4km Cross

6.5. Prizes will be awarded to the top three boys and girls finishers, in every age group, for the Family Cross.

6.6. Prizes will be awarded to the top three male and female finishers for the marathon and halfmarathon, in every age group.

6.7. While establishing the ranking in every age group, will be taken into account the birth date of the participant.

6.8. The prizes of  Wizz Air Cluj-Napoca Marathon 2022 are as listed below:

There will be an additional prize of 1000 lei for Marathon and 500 lei for Halfmarathon, for breaking the official time of the previous edition, as listed below:

6.9. Every participant that will cross the Finish line, will be awarded a medal.

PLEASE TAKE NOTE!

The ranking validation will take place within two weeks since closing of the event, after deciding upon the potential contestations and cases of force majeure. The money prizes will be paid only by bank transfer, from Runners Club’s account in the participant’s account, no later than 4th of October 2022.

All money prizes are gross, therefore are subject to deductions of tax or other charges, as provided by the legal provisions in force.

 

  1. RACE PROCEDURES

7.1. BIB number

The BIB number shall be attached to the front part of the T-shirt and must be visible during all race time. In case of withdrawal, the BIB number must be handed over at the check point where the withdrawal is announced.

7.2. The timekeeping chip.

The timekeeping chip is attached to the BIB number, therefore has to be pinned, on the front part of the T-shirt, preferably in the abdominal area, not covered by other equipment. Relay team members will hand over to each other the timekeeping chip.

7.3. The start

The start will take place at the date and time set by the Organizer, and will be announced, as well as the start zone, on the Event’s webpage.

7.4. Withdrawal/Dropout

  1. a) Withdrawal due to other reasons than injuries, can be made only at the Check points along the route, or in Start/Finish area. The competitor who can no longer, or no longer wishes to continue, has an obligation to move to the nearest checkpoint or starting/arrival point, where he/she will hand over the BIB number and be deemed withdrawn.
  2. b) The participants who are running slower must pay attention in order to make space for those who come from behind, if they want an can surpass them.
  3. c) The Organizer may forbid to start or continue the race, any participants who are intoxicated by alcohol or drugs, or if they present a state of physical or moral weakness.

 

  1. ENVIRONMENTAL PROTECTION

8.1. It is strictly forbidden throwing of any kind of garbage along the route, except for the places set up for this purpose and the check points.

8.2. The participants who disregard this rule, are subject to disqualifying.

 

  1. MANDATORY EQUIPMENT

It is mandatory for every participant who attends the event to be equipped with: running shoes, sports clothes (shorts/skirt/tights/T-shirt/Tank) BIB-number (in the Race Kit).

 

  1. COMPLAINTS RECLAMATIONS

Any complaints or reclamations related to results or the race will be written and handed out to the competition committee within one hour from the official closing of the event.

 

  1. CHANGE OF THE RACE ROUTE AND OTHER DECISIONS RELATED TO THE RACE.

11.1. The organiser can cancel or stop the event if it can’t take place safely.

11.2. Any decision will be taken by the race committee or by the race director.

11.3. The organiser reserves the right to bring changes to the information published on the website, to the rules or the schedule, to the health and safety measures imposed by the Organizer in the context of COVID-19 pandemic, as provided by the legal provisions in force at the time of the event.. These changes will be announced at least 7 days before the event, in the case of information published on the event website, or at least when the participation kit is taken over for informations regarding the Event’s schedule.

11.4.  I agree that Runners Club is entitled to collect and use my personal information (name, surname, e-mail) on Romanian territory, directly or through its representatives and /or contractual partners in order to participate at promotional and informational campaigns ran by Runners Club, aiming to promote events organised or co-organised by Runners Club.

11.5. The applicable regulation is the one in force at the date of the Event. Each participant is obliged to verify the content of the Regulation in force, especially because, in the context of COVID-19 pandemic, it may be subject to changes.
